About the Program

The Supportive Services for Veteran Families (SSVF) program offers targeted assistance to low-income veterans and their families who are homeless or at risk of becoming homeless.

As a contracted partner with the U.S. Department of Veterans Affairs, HELP USA operates this innovative homelessness prevention and rapid rehousing program, which provides support to low-income veterans coping with homelessness in New York City.

Services for Veterans

SSVF uses a housing-first approach to ending homelessness, focusing on providing veterans experiencing homelessness with housing as quickly as possible. From there, wraparound services are provided to ensure those in need stay safely housed. We collaborate with the Department of Veteran Affairs hospital centers and clinics, the Department of Homeless Services, and a host of community non-profit organizations so veterans get the right services to overcome the challenges they are facing.

Our program addresses not only immediate housing needs but also the underlying issues that present risks to housing stability and independence. Our team works closely with veterans and their families to build strong foundations, offering housing counseling, legal services, VA and public benefits advocacy, rental and utility assistance, childcare support, moving and storage costs, and transportation. HELP USA’s SSVF office is also available to support unemployed or underemployed veterans, helping them access job training and educational opportunities as well as sourcing job placement options.

Key SSVF Initiatives
Returning Home

A rehousing effort offers veterans the option of returning to their community of origin or to a community where they have available support to facilitate housing placement.

Shallow Subsidy

A two-year rental assistance program pays 50% of the FMR (Fair Market Rent) directly to landlords, with veteran tenants paying the remaining 50% share. During the rental assistance period, households are encouraged to significantly increase their income without penalty to ensure affordability when program assistance ends.

Rapid Resolution

An intervention is designed to help veterans avoid shelter entry or a homelessness episode, or provide rapid exit immediately after shelter entry.
