This year’s UPSTREAM Symposium asks what it will take to move from a reactive right-to-shelter system to a proactive right-to-housing system.

With billions spent on emergency shelter and housing pathways still too fragmented, UPSTREAM 2026 will examine how prevention, shelter, supportive services, and permanent housing can work as one coordinated strategy to help people get housed and stay housed long-term.

About UPSTREAM 2026

Bringing together leaders from government, homeless services, housing, advocacy, research, and the private sector, UPSTREAM 2026 will explore how New York can build stronger pathways from crisis to permanent housing.

Conversations throughout the day will examine policy and practice, including how to make housing the organizing goal of the homelessness response, better connect prevention and shelter to permanent housing, and provide the ongoing support people need to remain stably housed.
