Causes of shelter entry among single-adult and family NYC shelters: A literature review

While causes of homelessness are complicated and most often driven by housing policies and market forces, for some, there is a correlation between a substance use disorder (SUD) and homelessness. The need for policies that drive compassionate and effective assistance to those who enter our shelters and transitional housing programs is more apparent than ever.In a recent study presented by HELP USA Research, we explain, often through first person narratives why we are moving towards a harm reduction approach. This approach, recently adopted as the official strategy by the federal government, is critical to our client’s success obtaining and maintaining permanent housing.
